WHAT IS CTF AND HOW DOES IT WORK?

Construction Training Fund (CTF) provides funding for upskilling and short-course training for people who work in construction and want to future-proof their jobs.

Licences4Work is an approved CTF provider operating in Western Australia, with state of the art facilities located in both Malaga and Kenwick. To be eligible for funding for your construction short course and training, choose an approved short course offered by us from our course calendars. The following Course categories are CTF approved.

CONSTRUCTION TRAINING FUND'S ELIGIBILITY GUIDE

Residential construction is defined in the regulations as:Commercial construction is defined in the regulations as construction work that:engineering construction work means construction work on or resulting in —

Construction work on or resulting in a building that is intended to be used predominantly for residential purposes.

a) A road, railway, airfield or other structure for the passage of persons, animals or vehicles; or

b) A breakwater, dock, jetty, pier, wharf or other structure for the improvement or alteration of any harbour, river or watercourse for the purposes of navigation; or

c) Any structure for the storage or supply of water or for the irrigation of land; or

d) Any structure for the conveyance, treatment or disposal of sewage or of the effluent from any premises; or

e) A structure for extracting, refining, processing or treatment of heavy industry materials or for the production or extraction of heavy industry products and by-products from materials; or

f) A bridge, viaduct, aqueduct or tunnel; or

g) A chimney stack that is not part of a residential or commercial building, a cooling tower, drilling rig, gas holder or silo; or

h) A pipeline; or

i) A navigational light, beacon or marker; or

j) A structure for the drainage of land; or

k) A structure for the storage of liquid or gas; or

l) A structure for the transmission of wireless or telegraphic communications; or

m) A fence, other than a fence on a farm; or

n) A grandstand, stadium or swimming pool; or

o) A structure for the generation, supply or transmission of electric power;

The Act refers to the Construction Industry Portable Paid Long Service Leave Act 1985 in outlining the meaning of ‘construction work’ to which the levy applies. ‘Construction work’ means the processes -

(a.) of carrying out on a site the construction, erection, installation, reconstruction, re-erection, renovation, alteration, demolition or maintenance * of or repairs to any of the following:

Employment Types / Description

    For full eligibility (ability to claim for all types of courses) the employee must demonstrate their work on the eligible site to be:
  • An onsite construction, installation and / or fabrication activity;
    OH & S courses only, the employee must demonstrate their work on the eligible site to be:
  • An Inspecting or Surveying activity e.g. Engineer, Architect, Draftsperson

Ineligible Companies / Individuals Include:

  • Government departments, agencies and Government employees
  • Mining, oil, gas and mineral exploration companies
  • Companies that manufacture, supply or deliver building products
  • Companies that manufacture, supply, deliver or install non-building products after completion of the construction process
  • Companies that install, maintain, repair and inspect elevators and escalators
  • Companies that provide maintenance or repairs of a minor nature after the construction phase
  • Carpet laying or floor covering companies and contractors
  • Federally Funded Projects i.e. Defence Force works

Unemployed Participants

    If an individual is unemployed at the time of undertaking a short course recognised by the Training Fund, they must be able to:
  • Demonstrate that they were directly employed in the construction industry in Western Australia for a minimum of six months, within 12 months prior to the date of course commencement; or if no recent work experience is involved
  • Have written evidence of a relevant employment offer from an eligible company or contractor in the construction industry prior to commencement of the training course
    Unemployed participants may be required to provide additional documentation to assist the Training Fund to process a claim.

HOW MUCH REBATE CAN I CLAIM? 

Eligible students/applicants can claim a rebate for as many approved courses they complete, providing they fall under the required categories.

  • Financial rebate is eligible for successful students/applicants who meet the CTF requirements (click Here  for information on how to apply for a CTF rebate)
  • Interested students/applicants will need to fill out LICENCES 4 WORK’s CTF Application Form and pay the “Gap Payment” prior to booking a course with us.
  • The subsidise/reimbursed amounts to eligible students/applicants is $31 per hour multiplied by the training hours or 70% of the total course fee (whichever is lower).

The maximum amount that can be claimed per employee, per course, is $1,300.

 

WHEN AND HOW TO CLAIM A REBATE? 

Individuals can seek a rebate directly via the WA Government CTF website, please click here to start your application process. 

Prior to the commencement of the application please ensure you have the following:  

  • Paid invoice issued by the us. 
  • Statement Attainment issued by the us. 
  • Ensure Five days of job site history information in the months prior to training are available. 
  • If recently unemployed ensure ability to demonstrate employment in the construction industry in WA for a minimum of 6 months, within 12 months prior to the date of course commencement.

HOW TO APPLY FOR SUBSIDISE TRAINING?

Individuals can apply for a CTF subsidy by submitting an application form with Liceces4Work. Once submitted Licences4Work will assess the application and notify applicant on the outcome within 2 business days from submission. 

  • Prior to making a booking with Licences4Work, you will need to fill out an Application Form for an eligibility check.
  • Once reviewed, we will notify you if you are eligible for a CTF rebate through Licences4Work.
  • Once notified and if deemed eligible, you will then make the gap payment to secure your booking, prior to course commencement. There may be some lead time required depending on the volume of CTF applications, we therefore suggest planning ahead for courses intended to process your application and course enrolment.

 

HOW TO COMPLETE CTF APPLICATION AND REQUIREMENTS

Prior to the commencement of the application please ensure you have the following:  

  • Current Employer Details demonstrating employment within the construction industry in Western Australia for a minimum of six months
  • If currently unemployed previous employer details demonstrating direct employment within the construction industry in Western Australia for a minimum of six months, within 12 months prior to the date of course commencement 
  • Select Course (multiple course selections can be made subject to approval)
  • Download/print the Participant Eligibility Checklist template letter (HERE), present to current or pervious employer to sign and declare employment details
  • Upload signed employment letter during application submission 

A Licences4Work team member will be in contact within 2 business days after reviewing the application.
